The former defense budget chief at the Clinton Office of Management and Budget, he’s one of the nation’s foremost experts on national security and foreign affairs budgeting. A prominent member of the Stimson Center’s team, Adams is respected on both sides of the aisle for his blunt assessments of the administration and Congress’ budget maneuvers, which he explains as “Kabuki dances” or “shadow plays.” His cynicism comes from having spent more than four decades at the top of his game, so there’s little he hasn’t already seen.
